Eastern Connecticut Resource Recovery Authority (ECRRA)

Project Overview

In the early 1990s, RS LYNCH & COMPANY, INC. was tasked with overseeing the development of a 500-ton-per-day waste-to-energy facility in Lisbon, CT, for the Eastern Connecticut Resource Recovery Authority (ECRRA). Our role encompassed managing the entire project lifecycle, including financing, construction, and operational startup, which commenced in 1993.

Since the facility began operations, we have supported ECRRA by providing comprehensive administrative services, managing third-party operations, and offering strategic and financial counsel through multiple project restructurings. Our expertise has been pivotal in maintaining the facility's efficiency and effectiveness.

2020 -Massachusetts DEP

Statewide Waste and Recycling Capacity Analysis

As Project Manager for MSW Consultants, Mr. Lynch oversaw the Statewide update of waste and recycling processing and disposal capacity both in-State and in other nearby States. After creation of a database of all facilities and analysis, this report concluded that the State did have sufficient capacity to handle in-state generation quantities but only if certain materials could be collected before co-mingling with MSW.

2018-2020 Warren County NY Waste and Recycling Plan

For this engagement, R. S. Lynch & Company identified and analyzed existing waste management assets, programs, and initiatives in the County’s 13 municipalities and identified opportunities for comprehensive regional solutions for managing solid waste and recyclables. A very inclusive database was assembled based on municipal questionnaires, in-person meetings with all municipalities, and NYDEP data.

Through several in-person community presentations stakeholder opinions were gathered, documented, analyzed and responded to, and alternative governance options were identified and evaluated with an opt-in collaboration on individual initiatives
the approach was chosen by the County.

Our resultant Warren County Solid Waste Management Plan not only created a valuable planning tool for the future of solid waste and recycling but also provided a detailed road map for program implementation.

2002 - WARREN AND WASHINGTON COUNTIES, NY

In 2003, Warren and Washington Counties, New York, engaged R. S. Lynch & Co. to address significant cost overruns and reliance on substantial county tax subsidies for their 500-ton-per-day waste management system. Over 8 years, we successfully managed the system, leading to over $24 million in savings. In 2011, we facilitated the privatization of the waste system, marking a significant milestone in its operational efficiency.

2018 Confidential Private Sector Client

Ten-year projection of waste rail export from the Northeast

As Project Manager for MSW Consultants, Mr. Lynch oversaw a ten-year projection of waste rail export from the Northeast. After the creation of a database and analysis of likely future waste management patterns, this report concluded that a very substantial percentage of northeast C&D and eventually MSW will be exported by rail to remote landfills.
